Annual Membership Meeting
Mountain Plains Management Association
October 8, 2010
The annual
membership meeting of the Mountain Plains Management Association (MPMA) was
called to order at 12:45 p.m. by Casimir Barczyk, President of the Board of Directors, in Room DV
110 at Weber State University – Davis Campus, Layton, Utah.
Minutes from October 9,
2009 MPMA membership meeting were amended to reflect that Richard Vail was the
Conference Chair for the 2009 conference at Mesa State College. The amended minutes were subsequently
approved.
Casimir Barczyk expressed appreciation to Weber State
University and to Conference Chair Ed Harris for hosting a successful
conference.
Casimir Barczyk introduced the 2009-2010 Board of
Directors, noting the expiration year of their terms. He thanked them for their service to the
MPMA.

The Conference Chair
Elect was Thomas Liesz, University of Idaho, whose
term would have expired in 2012. The
University of Idaho decided on September 29, 2010 not to host the 2011
conference, effectively leaving the Board of Directors without a Conference Chair
Elect.
It became apparent in
August 2010 that the Board of Directors had ten members. This violated the Bylaws, which stipulate
that the Board should have nine members.
Donald Carpenter subsequently resigned.
Casimir Barczyk explained the pending revised amendment
to the Bylaws of the MPMA that the Board presented for approval by the
membership. After a brief discussion,
the amendment to Section 5.01 d, Article 5 (appended to these minutes) was
approved.
Geoff Gurka,
2011 Conference Chair, discussed the upcoming 53rd National
Meeting of the Mountain Plains Management Conference to be hosted by Mesa State
College.
Kay Hodge, Conference
Chair Elect, discussed the 54th National
Meeting of the Mountain Plains Management Conference to be hosted by the
University of Nebraska – Keaney in 2012.

Donald Carpenter
presented the recommendation
of the Nominating Committee and the Board to elect Suzanne Lay
(Mesa State College) to the Board of Directors with a term to expire in
2013. He called for additional
nominations from the floor. None being
offered, he called for the vote and the membership approved the
recommendation.
Donald Carpenter also
presented the recommendation of the Nominating Committee and the Board to elect
Larry Carstenson (University of Nebraska – Kearney)
as a replacement for the position vacated by the resignation of Srivatsa Seshadri. He called for additional nominations from the
floor. None being offered, he called for
the vote and the membership approved the recommendation. Larry Carstenson’s
term of office will expire in 2011.
Casimir Barczyk urged the membership to take an active role in
promoting the MPMC and to encourage colleagues to submit papers for the 2011
and subsequent conferences. He stressed
the need to promote the organization to insure its viability in the
future.
Casimir Barczyk announced that David Summers (University of Houston –
Victoria) had been elected as President of the Board of Directors for 2010-11
and congratulated him on his election.
David Summers thanked Casimir Barczyk for
his two years of service as President of the Board of Directors of the Mountain
Plains Management Association.
There being no
further business, the meeting was adjourned at 1:20 p.m. The next Annual Membership Meeting of the
MPMA will be in October 2010 at Mesa State College in Grand Junction,
Colorado.
Approved Revised Amendment to the Bylaws of Mountain Plains
Management Association
2010 Amendment
[In September 2010, the Board of Directors of the Mountain Plains Management
Association voted to present the following proposed amendment to the MPMA
Bylaws to be considered by the MPMA Membership at its annual meeting on October
8, 2010 in Layton, Utah. The amendment
was revised at the Board of Directors meeting on October 7, 2010.]
Section 5.01d of Article V of the Bylaws would read:
"5.01 d Host Colleges or
Universities. The Board of Directors is responsible for approving a
rotation of host colleges or universities. This conference is
hosted on a rotating basis among four colleges, including Idaho State
University, Southern Utah University, Mesa State College (Grand Junction), and
the University of Nebraska at Kearney and other colleges chosen by the Board of
Directors. The directors will choose from among those colleges who have
submitted a letter of intent from the dean (or similar authority) of the
candidate college."
